Feds release $550M for Raleigh–Richmond S-Line rail
FRA released $550 million on Oct. 15 for North Carolina's S-Line Raleigh–Richmond rail program, half of a previously pledged $1.1 billion corridor grant.
On Wednesday, Oct. 15, 2026, in Raleigh, Gov. Josh Stein, NCDOT Secretary Daniel Johnson and Federal Railroad Administration Administrator David Fink announced the release of $550 million in Federal-State Partnership funding for the S-Line Raleigh to Richmond Innovating Rail Program.
The announcement was made at the Durant Road grade-separation project in North Raleigh.
A release of pledged funds — not a brand-new award
The $550 million advances the Wake County leg of the corridor, including work toward Raleigh–Wake Forest service. The News & Observer reported that it is the first half of a previously pledged roughly $1.1 billion corridor grant from the infrastructure bill, and that Fink said he expects the remaining $550 million “in due time”.
This is a funding release of an existing partnership grant. It is not a newly competed $550 million award separate from the $1.1 billion pledge. Groksinews has not cited an FRA award ID; the spine of this report is the North Carolina governor’s release and the News & Observer’s coverage.
Fink described the corridor as a 162-mile critical Southeast link, the News & Observer reported. He also cited about $200 million in North Carolina state investment as helping win federal support.
Targets, not promises
Stein said a completed corridor would cut Raleigh–Richmond travel time by more than an hour, with trains eventually able to run at up to 110 mph once North Carolina and Virginia finish their sides. Those figures are stated goals for a finished corridor, contingent on remaining funding and construction.
NCDOT rail official Orthner told the News & Observer the funds will help buy CSX corridor and build tracks, and that an Amtrak Piedmont extension to Wake Forest is targeted around 2032. Full Raleigh–Richmond service at higher speeds depends on both states completing the line.
Near-term construction
The Durant Road grade-separation bridge is expected to be finished in November 2026, with broader restoration work on that segment cited through July 2028. Orthner said the bridge should be done by Thanksgiving, according to the News & Observer.
Earlier steps included about $47.5 million to buy the Raleigh–Ridgeway corridor from CSX and $58 million in preliminary engineering released last winter. Orthner said the CSX purchase “should be complete soon”.
What’s next / what’s unknown
A date for the second $550 million tranche, a segment-by-segment cost table for this release, and a firm CSX closing date were not available in the sources reviewed.
