Senate control, two weeks out: the races forecasters say will decide it
Democrats need a net gain of four seats to win the majority. Three major raters agree on only three toss-ups. North Carolina is not on any of their toss-up lists.
As of 9:25 a.m. ET, Tuesday, Oct. 20, 2026
With Election Day two weeks away on Nov. 3, Republicans hold 53 Senate seats. Democrats hold 45, and two independents caucus with them. To win the majority, Democrats need a net gain of four seats, according to Ballotpedia and Inside Elections. A net gain of three would leave the Senate split 50-50, and Vice President JD Vance would break ties for Republicans.
GROKsiNEWS.com reported on the North Carolina race and the Senate battleground on Oct. 12, and on Oct. 15 on Sabato's Crystal Ball's Oct. 14 rating changes. This follow-up compares that outlook with other raters, models and markets as of Tuesday. Ratings describe how competitive a race is. Model probabilities and market prices are estimates, not results.
What the three main raters say
Cook Political Report (ratings dated Oct. 6) lists seven toss-ups: Alaska, Iowa, Kansas, Maine, Michigan, Ohio and Texas. Michigan is the only Democratic-held seat among them. Cook rates North Carolina Likely Democrat.
Sabato's Crystal Ball moved Kansas to Toss-up in its Oct. 14 update, which left five toss-ups: Kansas, Iowa, Maine, Ohio and Texas. The Crystal Ball wrote that Republicans now need four of those five to hold the Senate, while Democrats need two. It moved Alaska from Toss-up to Leans Democratic on Oct. 6, and on Oct. 14 it wrote that it gives Democrats "a small edge" in Alaska and Michigan. Ballotpedia's ratings tracker lists the Crystal Ball's North Carolina rating as Lean Democratic as of Oct. 13.
Inside Elections (ratings updated Oct. 15) lists four toss-ups: Texas, Alaska, Maine and Ohio. It rates Kansas and Iowa Tilt Republican, Michigan and New Hampshire Tilt Democratic, and North Carolina, Minnesota and Georgia Lean Democratic. Its outlook projects Democrats gaining 3 to 5 seats.
Which races are toss-ups
- Toss-up for all three: Maine, Ohio and Texas.
- Alaska: Toss-up for Cook and Inside Elections; Leans Democratic for the Crystal Ball.
- Kansas and Iowa: Toss-up for Cook and the Crystal Ball; Tilt Republican for Inside Elections.
- Michigan: Toss-up for Cook only.
- North Carolina: not a toss-up for any of the three.
Call the Map lists these matchups: Susan Collins (R) vs. Troy Jackson (D) in Maine; Jon Husted (R) vs. Sherrod Brown (D) in Ohio; Ken Paxton (R) vs. James Talarico (D) for an open seat in Texas; Dan Sullivan (R) vs. Mary Peltola (D) in Alaska; Roger Marshall (R) vs. Adam Hamilton (D) in Kansas; Ashley Hinson (R) vs. Josh Turek (D) for an open seat in Iowa; and Mike Rogers (R) vs. Abdul El-Sayed (D) for an open seat in Michigan.
Models and markets
These are model estimates and market prices. They are not predictions by GROKsiNEWS.com, and they are not outcomes.
- Call the Map (model; forecast as of Oct. 19, unchanged when checked at 9:11 a.m. ET Tuesday): Democrats have a 57-in-100 chance of controlling the Senate and Republicans 43 in 100, with an expected 51.1 Democratic-aligned seats.
- Silver Bulletin (model): Nate Silver's model gave Democrats a 75% chance of winning the Senate, The Conversation reported on Oct. 18. Silver Bulletin's own Senate forecast page, updated Oct. 18, is behind a paywall, and GROKsiNEWS.com could not view its numbers directly.
- Polymarket (prediction market): "Yes" shares on Democratic control were priced at 64.5 cents and on Republican control at 36.5 cents as of 9:11 a.m. ET Tuesday.
- Kalshi (prediction market): the Democratic Party contract last traded at 64 cents and the Republican contract at 37 cents as of 9:11 a.m. ET Tuesday.
North Carolina's place in the math
North Carolina's seat is open and held by Republicans; Sen. Thom Tillis is not seeking reelection. Democrat Roy Cooper, a former governor, faces Republican Michael Whatley. Cook rates the race Likely Democrat and Inside Elections rates it Lean Democratic; Ballotpedia's tracker lists the Crystal Ball's rating as Lean Democratic. Ballotpedia counts it among 10 Republican-held battleground seats.
Call the Map gives Cooper a 92-in-100 chance. In its simulations, Democrats win the Senate in 61 of 100 runs where Cooper wins and in 14 of 100 where he loses. If Democrats flip North Carolina and hold all their own seats, they would still need three more Republican-held seats for the four-seat net gain.
President Donald Trump is scheduled to hold a midterm rally at Pitt-Greenville Airport in Greenville, N.C., on Tuesday, with remarks set for 7 p.m. ET, according to the event's registration page. Whatley is set to speak, GROKsiNEWS.com reported.
