Senate Democrats to send 100-plus staff as midterm election observers; Republicans plan their own
Senate Democratic Leader Chuck Schumer and Sen. Alex Padilla, the top Democrat on the Senate Rules Committee, said on 14 October that more than 100 Senate Democratic staff have been recruited and trained as official congressional election observers. They will be sent to polling places and to counting and certification sites in nine states with close Senate races, including North Carolina. A spokesperson for Senate Majority Leader John Thune confirmed that Senate Republicans are running an "equivalent" observer program.
What was announced
In releases on 14 October, Schumer and Padilla announced the recruitment of more than 100 Senate staff and plans to deploy them to "nine states" ahead of the midterms. The public releases refer to "nine states" without listing every one in the text reviewed. Talking Points Memo, citing Schumer's office, named them:
- Ohio, Georgia and Michigan;
- North Carolina, Maine and Texas;
- Iowa, Nebraska and Alaska.
Schumer's spokesperson said more states could be added. North Carolina's inclusion rests on the same TPM report.
According to the releases and a report by Epoch Times/NTD, observers are to watch for and document:
- voter interference;
- threats to election workers;
- misinformation and disinformation;
- problems with certification.
They are not to handle ballots, take part in counting, advocate or interfere.
Epoch Times/NTD reported, citing Padilla's office, that the program began on 25 June 2026 under an Election Protection Task Force formed in April. The observers are paid with official Senate funds and may stay deployed for days to weeks after Election Day, Padilla said, according to NTD and AFP.
The legal basis
The Democrats' release says the COCOA Act, passed in October 2024, confirms that the chair and ranking member of the House Administration Committee and the Senate Rules Committee can designate congressional observers. The program is modeled on a long-running House observer program, according to the release.
How the sponsors describe it
Schumer said the observers' job is "to observe, to document, and report the facts," according to TPM and AFP. He also framed the effort in partisan terms: "Donald Trump is trying to steal the election".
The Republican response
Thune's spokesperson confirmed a Senate Republican observer program "equivalent" to the Democrats' effort, according to Epoch Times and Spectrum News/Bay News 9. No headcount for the Republican program has been published. The spokesperson also did not say whether the two parties' observers would work in bipartisan pairs.
President Donald Trump, asked whether he would accept the results, said: "Of course I will, but we don't want cheating," as quoted by Spectrum News. Spectrum also reported that the Justice Department is deploying its own election monitors. Details of those deployments were not available in the reports reviewed.
What's unknown
Access to polling places and counting sites is governed by state law, and states differ on whether they admit congressional observers. The sources reviewed do not say how state and county election officials, including North Carolina's, will handle access for either party's observers. They also do not say whether Democratic and Republican observers will work together.
